I AM A CARER WITH A 39 YEAR OLD PROFOUNDLY DISABLED DAUGHTER WHO NEEDS ROUND THE CLOCK CARE FROM TWO CARERS MY WIFE AND I, SHE CAN ONLY ROCK SHOUT AND BREATH UNAIDED SHE IS DOUBLY INCONTINENT HAS A MENTAL AGE OF 3 MONTHS AND A PHYSICAL DISABILITY OF OVER 99%. SHE WOULD COST OVER £120,000 A YEAR IN FULL TIME CARE.I HAVE FOR OVER 30 YEARS CAMPAIGNED AGAINST THE INJUSTICES IMPOSED ON DISABLED PEOPLE AND THEIR CARERS.
A carer is someone whose life is in some way restricted by the need to be responsible for the care of someone who is physically or mentally disabled or both. Or caring for a person who is impaired by sickness, old age or mental illness. A disabled person living at home means a disabled family. May I thank the many carers who have told me they have learned more about carers rights in 2 hours of reading this website than they have learned in 20 to 30 years of caring.

I will in simple and easily understood language explain how carers are being financially abused by the Government and Councils by failing to comply with Council Guidelines on Consultation and Community Care Law. There is no compulsion to care and carers of disabled adults on income support who are pushed into poverty by unlawful Council charges can use FULL TIME CARE and the Council must provide this care free when you decide.
All carers of disabled adults on income support disabled from the cradle to the grave who would cost the Council in Full Time Care £1400 to £2000 a week or £3000 if they have severe behaviour problems have been subjected to laundry and bathing services being axed. Day Centres and Respite Care Homes being closed. Services being slashed. Being charged for services that often should be free. My advise is to tell your Council you cannot manage without those services and if you can’t provide them ask the Council to inform you what is available in FULL TIME CARE. Everything to help you is explained on this website. Carers save this country 119 billion pounds a year. Your Full Time Care is provided for nothing. “Carers Are Caring Millionaires” Some disabled adults have physical disabilities of over 99% and mental ages of 6 months doubly incontinent and many are violent with behaviour problems needing 168 hours of round the clock care. In FULL TIME CARE everything financilally will be provided by the Council free as they are on Income Support.–

I have in the past assisted on behalf of carers, Mencap’s campaign resulting in the “Fairer Charging Policy” being implemented in April 2003. It stopped some greedy councils financially abusing carers by charging their disabled adults up to £50 out their DLA of £60 to attend a day centre for 35 hours. This left the carer with £10 to look after them for the other 133 hours. Before the Fairer Charging Policy was passed I advised those carers to give the council the other £10 and to look after them in FULL TIME CARE. Many took this option up which helped the law to be changed.
By breaching Community Care Law councils are unlawfully charging carers millions that should be provided free all charges for services by law must be paid by the disabled adult never the carer. Council charges for transport to Day Centres when all their mobility component of DLA is used up on a motability vehicle means carers are paying this breaches the law. When a disabled adult on income support who would cost up to £3500 a week in care is given a pittance of £200 a week JUST 6% OF THEIR FULL TIME CARE COSTS.
Carers pay out of this £200. £50 for a mobility vehicle. 12 extra washes due to double incontinence £2 a wash and 50p for drying £30 then £35 – 70 for contribution for Independent Living Fund help and £28 for meals and drinks to attend a day centre £10 to replace one soiled garment leaves £47 to live on. Then the council wants you to pay up to £100 for respite care. that you can’t afford. A child of 5 knows you can’t pay this so don’t pay it they are breaking Community Care Law not you. No disabled adult and carer has been taken to court for non payment of a few hundred pounds when Councils would be faced with a packed suit case and a bill for up to a £100,000 a year in FULL TIME CARE this is the last thing councils want.
The Government expect councils to recoup a high percentage of money by charging disabled adults for services that can only be met by councils breaching Community Care Law and the way Councils can stop a flood of disabled adults going into full time care is by following the guidance of “nationwidecarers” Mencap and Carers UK. Councils must automatically exempt from charges any disabled person in receipt of Income Support. You can learn your rights by reading this website and tell other carers.
