HOME CARE OR COUNCIL CARE

WHY CARERS SHOULD RETIRE AT 60 FROM FULL TIME CARE
UPDATED  11th  JANUARY  2012

1000s of carers are assessed for respite care but refuse it as the carer unlawfully has been compelled to pay for their own respite that should be paid by the disabled adult  those charges put the carer into poverty while saving the councils millions by pricing the carer out of respite. Never cancel respite!

30,000 carers refuse Independent Living Fund help at home. They can’t afford to pay the £35 -70 per week out of their DLA. Saving the country millions by pricing the carer out of help.  Another kick in the teeth for carers Independent Living Fund help has already stopped for new carers. Carers already on the scheme will  stop in  2015.  When it stops use full time care this affects over 21,000 of the most profoundly disabled adults this would  cost the country over 2 billion a year. Retire from caring at 60 will cost the Government and Councils £40 billion a year.

. 1000s of disabled adults on income support can’t afford a day centre dinner because greedy councils charge up to £4-20 a meal making the councils millions pricing the disabled out of a meal. They charge sky high prices so that when nobody uses them then they can shut them down. Those disabled adults get on average of £78 that is  basic benefit + income support to live on they have to pay £28 charges for meals transport and drinks to attend the day centre for 35 hours leaving them only £50 to pay for their clothes, food, drink, rent, council tax, water rates and all other bills.

I am advising all carers of profoundly disabled adults, on income support, after a lifetime of caring 168 hour a week for nothing, to retire from caring at  60. You have endured over 10 years savage cuts in services and each year councils have found new ways of depleting your disabled adults benefits. Carers have had enough it is your right to retire from caring. Councils will have you care on a pittance till you drop at 60 give that responsibility to the council inform the Councils Strategic Director with a copy to the Chief Executive. Then for you life can begin at 60. There is no compulsion to care and when the disabled adult is on income support the care is completely free.
This could cost the Government and the  Councils well over £40 billion a year.  Carers have saved the Country more money than than the bankers have squandered. Councils must look after  their disabled they can find 2 million pound houses for single parents with large families who have never worked providing furniture free council tax and rent. If you earned £200,000 a year you could not afford to buy or rent this property.

COUNCIL DIRECTORS RETIRE AT 60 AFTER WORKING 40 HOURS A WEEK EARNING OVER £100,000 A YEAR. COUNCIL CHIEF EXECUTIVES RETIRE AT 60 WHO EARN MORE THAN THE PRIME MINISTER THEIR WAGES ARE OBSCENE  CARERS WORK 168 HOURS A WEEK FOR NOTHING. CARERS COULD RETIRE EARLIER IF FACED WITH RESPITE CARE CHARGES I HAVE ASKED COUNCIL DIRECTORS IF THEY AGREE CARERS SHOULD RETIRE LIKE THEY DO AT 60 I GOT NO RESPONSE! POSSIBLY THEY THINK IT’S ALRIGHT FOR THEM BUT NOT ALRIGHT FOR YOU.

I asked Professor Luke Clements from London, a top expert in Community Care Law if he would mind looking at our website.

This is his reply,

Dear George I have viewed your excellent website (and voted) and wish you all the best in the campaign. I am in absolute agreement with you over the immorality of respite care charging for people on low incomes, and hope that you manage to convince the Government of this.

Best wishes

COST OF CARING AT HOME

Care at home means financial loss of giving up your job to do full time care.

Care at home means no more working 40 hours a week but working 168 hours.

Care at home means no minimum wage but working for nothing.

Care at home means begging for help.

Care at home means you have to work and care when you are sick.

Care at home means your local council year in year out make more and more cuts.

Care at home means fighting the council for everything including incontinence pads and equipment.

Care at home means many rejecting respite care because carers have been unlawfully charged.

Care at home means councils unlawfully charge for respite care that should be paid by the disabled adult.

Care at home means caring in poverty by paying wrongly for community care bills.

Caring at home means claiming Invalid Care has more obstacles than the Grand National.

Caring at home means losing Independent Living Fund care. New carers lose it now. Existing carers lose it in 2015

Caring at home means paying to care while saving the country billions.

Caring at home means councils are only going to collect your clinical waste yellow bags every TWO WEEKS FOR YOUR DOUBLY INCONTINENT ADULT you are faced with  storing the stench of faeces urine and sick in the black bin for 14 days. This is a health hazzard. Demand weekly collection or use FULL TIME CARE.

-Councils are preparing even more huge cuts now for next year.

Caring at home means every year councils will find new ways of extorting money out of you for adult services, while they take away nurses bathing services, take away laundry services taking away meals on wheels, shutting day centres and respite care homes. Councils then unlawfully charge carers for services.

You decide how much you can take. You decide the time to end caring at home and take up full time care, there is no compulsion to care.

-

Remember any single carer who is a house-owner, and finds themselves requiring full time care due to injury caused by caring for your profoundly disabled adult. Your council will assess you and take your house off you to pay for your care. No consideration will be given to you being a dedicated carer saving the council a fortune.

-

From every thing I have printed on the Nationwide Carers website each carer can accurately assess their own financial circumstances the cost of caring and their contribution to saving this country 93 billion Should you decide that financial abuse forces you to consider full time care. Notice how the law alters to favour the disabled adult on income support once they go into full time care.

THE COST OF FULL TIME CARE TO YOU AND THE COUNCIL

No fighting and begging for every adult service.

No financial problems in full time care either for the disabled adult or the ex carer.

No worries the council has full responsibility for their welfare. The choice is yours!

No more scrimping the council pays for everything.

The council have the worry of complying with the law.

The council takes their benefits and the full responsibility. but the carer does not contribute.

The disabled adult is given a personal allowance of £23 40. per week this is law.

The carer can enjoy life and visit their disabled adult any time they wish.

The disabled adult never runs out of money the councils have to comply strictly to the law.

The council can no longer hound you for money.

The carer can keep a close eye on their care. No more 168 hour weeks.

No more working for nothing.

No more money worries that is left to the council.

Councils don’t deserve your caring at home

This will cost the council up to £2000 a week when they expected you to do it for £200.

What they expected you to do for £200 and pay respite care charges costs them ten times this amount

No more having to work when your sick No more subsidising the care of your disabled adult

No more respite charges for carers the council must provide all the care for nothing as they are on Income Support

The diabolical way councils have treated carers Full time care is no more than they deserve

Enjoy your retirement doing the things you want to do leaving all the worries to the council.

Full time care could cost the country billions but they only have themselves to blame. There is only so much carers can take. The main disabled adults councils don’t want in care are yours costing £1400 to £2000 a week.

When your disabled adult goes into full time care he will get paid holidays something that he may never get at home

The choice is yours caring at home or full time care you have the right you make the choice. Councils who break Community Care Law on three counts on charging  for services don’t deserve carers to care at home

HOW COUNCILS BREACH COMMUNITY CARE LAW (CCL )

THE LAW DOESN’T NEED CHANGING ON CCL, IT NEEDS IMPLEMENTING!

On respite charging all councils should but most don’t comply with CCL covered by the April 2003 Fairer Charging Policy. On respite care all charges must not reduce the disabled users income below basic levels of income support plus a buffer of 25%. Giving a disabled adult a bill he can’t afford to pay breaches community care law.

All community care charges must be met by the disabled adult Never paid for by the carer.

If the carer pays either directly or indirectly the councils fail to comply with Community Care Law ( CCL )

If the disabled persons benefits are used up and they give him a bill when it should be free they breach CCL

Does the law need changing to give disabled adults on income support who cost in full time care  £1400 to £2000 a week needs more benefits than someone who costs £500 a week in care? A silly question! Yes, it does urgently. How can carers manage on £200 benefits 10% of full time care and pay council charges when nearly £160  of this is used up on  mobility car + £15 petrol = £65   ILF charges £35 – 70 and double incontinence charges 12 washes and pre washes + 50p drying £30 = £65 – 70. carers charged for meals drinks and transport charges at day centres  £28 Total cost £158 – 70 leaves £41 – 30p to pay all the rest of their disability related expenditure to feed, cloth supply drinks and provide board for them rent gas electric council tax ect. to live at home THEN THE COUNCIL WANT RESPITE CHARGES.  DON’T PAY ONE PENNY DON’T CANCEL YOUR RESPITE TILL YOU ARE PROVIDED WITH FULL TIME CARE. WHO IS GOING TO CHALLENGE ME ON YOUR BEHALF ON THOSE FIGURES.  All those carers who care for nothing should use council full time care. This could cost the councils billions.  DON’T CARE IN POVERT. Retiring from caring at 60 could cost the country £40 billion  a year.

No the law does not need changing  BUT THEIR BENEFITS NEED INCREASING. The law is in place on charging it just needs implemented to stop greedy councils throughout the country unlawfully charging the carer when he has proved all the disabled persons benefits have been used up. All community care charges should then be free.

THE MINIMUM REQUIREMENT. THEIR SHOULD BE AN AUTOMATIC EXEMPTION FROM CHARGES FOR ANY DISABLED PERSON IN RECEIPT OF INCOME SUPPORT. THERE SHOULD BE AN INCREASE IN BENEFITS FOR DISABLED ADULTS WITH SPECIAL NEEDS WHO ARE DOUBLY INCONTINENT AND ARE ASSESSED FOR A NEED FOR RESPITE CARE.

Stop councils like Rotherham MBC when supplied with proof that the carer pays up to £2500 of his own money to subsidise their disabled adult. Then faces a bill of £600 for respite making them pay £3100 conclusively proves the care is paying for the respite care. If the carer pays only £1  Community Care Law has been breached RMBC ignored this and charged the respite care charge. refuse to pay it. I have. Now thousands more have. Give the council an ultimatum withdraw the charge or provide full time care. They are breaking the law not you.

This should be free as stated by community care law. All or most councils are violating this. Until councils comply with the law My website will encourage all those carers to use full time care.

Whether someone goes on holiday or into respite all household bills must be paid Carers of disabled adults on Income Support decide as there is no compulsion to care either to care at home in poverty or use full time care.

The way out for councils and the Government is to scrap Community care charges for adults in receipt of Income Support. Before they eat into the 100 billion carers save this country. Time is running out……..
