Once upon a time there was a coalition Government who said reducing the councils budget by 28% over 4 years would not reduce public services. Those are the same politicians who say reducing our Police Force by 10% will only cost us a few coppers. This Government have taken over from Labour by allowing Councils to reduce disabled services while increasing the charges for existing services. Yet they sanction 7 billion pound bonuses for failed bankers who all but made this country bankrupt. Bankers have a two teir bonus system one for success and one for failure. Why when questioned on Councils breaching Community Care Law does the Governent not answer they are like a dog surrounded by four trees the don’t have a leg to stand on. Carers and carers of disabled adults on Income Support. LATEST FIGURES REVEAL CARERS SAVE THIS COUNTRY 119 BILLION A YEAR, carers must reject reduced services and any increase in charges. Councils must remember if carers didn’t care at home it would create a black hole so big it could never be filled. Councils have made more cuts to services than a butchers knife.
The reasons Councils have been able to charge unlawfully millions of pounds out of carers. ( 1 ) The Government are asking Councils to collect in charges from disabled adults on income support a sum of money so large that it can only be met by Councils breaching Community Care Law. ( 2 ) The onus is on the carer to prove they are being unlawfully charged and carers don’t know Community Care Law. This website will help them understand this law ( 3 ) Councils give each disabled adult on income support an individual assessment on their needs. They fail to give the disabled adult a financial assessment on their ability to pay those charges resulting in carers paying millions of pounds in charge that ought to be free. Over the last 10 years carers financially have been in casualty now they are in intensive care.
Councils fail to check if those charges comply with Community Care Law. They fail to notice when the disabled adults benefits are used up. Then they compel the carers to pay those charges when they should be free as it is unlawful for the carer to face any charge Resulting in carers being recommended to refuse to pay those unlawful charges and seek full time care for their disabled adult. Carers save more money for the country than bankers have squandered but carers of disabled adults on income support get no bonuses those charges mean they don’t have enough to live on. Carers are being financially abused. Full time care will be a way out for carers but a TOTAL DISASTER for Councils. They must cut the unlawful charges or face the consequences. ILF care is being scrapped a vital link for 21,000 carers of disabled adults who would cost up to £2000 a week in care. Autistic disabled adults with behaviour problems can cost £3000 a week in full time care. When it stops use full time care.
CARERS SHOULD LOOK AT EVERY SECTION OF THIS WEBSITE AND NOTE WHAT IS APPLICABLE TO THEM AND ACT ON IT. If they are caring in poverty due to those unlawful charges they will then know the reason why. Millions of pounds has been taken unlawfully in charges from carers of disabled adults on income support this should be paid back. Some carers are themselves on income support because they have dedicated their lives to caring and cannot work. They care for nothing some profoundly disabled adults need two people people to care round the clock 336 hours a week.

The Councils are set to make more cuts on disabled services and increase prices of existing services. It is a disgrace that the Government have already stopped Independent Living Fund help for carers of new profoundly disabled adults. The 21,000 who are on it now will lose this help in 2015. They should be warned plans to cut disability benefits especially for the most vulnerable 50,000 on income support will breach Human Rights Law on the grounds of denying individuals the right to quality of life. This has been confirmed by disability lawyers. Reducing the benefits and services of the most profoundly disabled on income support will lead to mass full time care and stressed carers retiring at 60 costing the country over 40 billion pounds a year. Successive Governments have cut to the bone financial help for councils leading to charges for services for the disabled escalating to the stage that leaves carers no option but to implement their right to use full time care. Caring is voluntary not compulsory. Councils will do well to remember this country cannot function without carers.
Lets look at DLA that cost many millions to implement and many millions to change. The high rate is £71 – 40. The mind boggles that a disabled person who costs £450 a week in full time care gets the same DLA benefit as a disabled adult who can only rock shout and breath unaided who costs £2000 a week in care. It’s crazy. ILF contributions, due to double incontinence 12 extra washes and pre washes and drying and replacing one garment soiled by faeces or urine and the DLA benefit has gone. Carers face paying every colossal disability related expenditure required that the other disabled, have £71 – 40 to spend with far less disability. Yet those carers of disabled costing £2000 in care unbelievably face charges for services and transport DON’T PAY You couldn’t make it up. No wonder there will be mass full time care, those carers have had enough. Let the Council pay for their full time care of up to £100,000 a year. Still retire at 60.There is no incentive to care at home.
The Government will pay many millions to alter the care and mobility component of DLA it will still be unfair sqeezing the carers of the most disabled into full time care. If must be allocated on the more profoundly disabled a person is the bigger the benefit. Disabled adults on income support costing £1400 to £3000 a week are the last people Councils want in full time care due to poverty created by councils breaching Community Care Law on three counts. DLA was calculated so unfairly the less the disability the more the benefit the more the disability the less the benefit
Proof the present system of benefits for the most profoundly disabled cannot work! Cost of full time care £2000. Benefits given to the carer 10% of this sum £200 Carer has to pay £50 for mobility van or car, £35 – 70 for ILF contribution, due to double incontinence 12 washes and pre washes at £2 a wash and 50p drying £30 ( £60 if you use a launderette ) replace one garment soiled by faeces or urine £10. £28 to attend a day centre for meals drinks and transport.
Leaving carers with £47 to provide all their colossal disability related expenditure including damage done due to behaviour problems, pay for all their clothing, supply all their their food and drinks, provide their board, pay their share of council tax, their share of gas and electric bills, water rates, house insurance and all other bills, pay all their petrol to run them around in. Then Councils have the cheek to ask those carers to unlawfully pay £600 TO £1000 a year for respite and £300 a year for transport. That £900 is an unlawful charge there is no money to pay it. NEVER PAY IT. IT IS UNLAWFUL That is why carers are asking for full time care and that is why I suggest they use it. Carers must never cancel their respite councils cannot stop respite care.
I STILL RECOMMEND CARERS TO RETIRE AT 60 AFTER A LIFETIME OF CARING. COST TO THE COUNTRY OVER 50 BILLION POUNDS A YEAR DON’T WAIT TILL YOU ARE READY FOR CARE YOURSELF THE COUNCILS AND THE GOVERNMENT WILL LET YOU CARE TILL YOU DROP.
Over the last six months by letter and through this website I have challenged Council Chief Executives and Directors of Adult Services on Councils breaching Community Care Law on charges to disabled adults on income support they fail to answer the accusations. They don’t understand Community Care Law and keep on charging carers, they don’t want to lose the money they already collect. Every penny carers have paid unlawfully should be refunded.
I will inform you of any more councils cuts in services or increase in charges. Notify us of any that your authority intruduce. If all your benefits are used up DON’T PAY make a stand. Carers save the country 93 billion pounds a year. If all the disabled were like those 50,000 who are facing unlawful Community Care Charges that figure would be 450 billion pounds a year. and we will not let them forget it. After 40 years of caring I have always been open to meet on your behalf anyone who opposes this website on charges and councils breaching Community Care Law.
